Cost of Living in Celina, Texas: What You'll Actually Pay in 2026

Most "cost of living" articles give you vague national averages and call it a day. This isn't that. Below are the real numbers a Celina household actually pays in 2026 — the mortgage, the property tax bill, the electric bill in August, the grocery run, and the gas to get to Frisco for dinner.

$0

State income tax — Texas has none, which is the single biggest line-item advantage of living in Celina vs. almost any other state

~2.1%

Effective property tax rate in Celina — higher than the national average but in line with the rest of Collin County

No Tax

On groceries — Texas does not tax grocery food purchases, a meaningful saving for families

Housing: The Biggest Line Item

Housing is where Celina's cost of living is defined, and it's the number that surprises people moving from both directions. If you're coming from California, Illinois, or the Northeast, Celina feels remarkably affordable for what you get. If you're coming from within Texas — especially from older Plano or Richardson — Celina's new-construction pricing can feel like a step up. The median new-construction home in Celina's master-planned communities lands somewhere in the $550,000–$750,000 range in 2026, with luxury builds in communities like Mustang Lakes and Ramble by Hillwood pushing well past $1M.

On a $650,000 home with 20% down at current rates, principal and interest run roughly $3,400/month. Add property taxes and insurance and you're looking at a total housing payment around $4,800–$5,200/month. That's the number to plan around, not the list price.

Property Taxes: Understand Before You Buy

Celina sits in Collin County, and the combined city + county + school district tax rate runs roughly 2.1%–2.3% of assessed value depending on the community and any municipal bond packages. On a $650,000 home that's about $13,000–$15,000/year — a real number that needs to be in your monthly budget, not an afterthought.

Two things soften this: the homestead exemption (which shaves a percentage off your school-district portion and caps annual appraisal increases at 10% for homesteaded properties), and the right to protest your appraisal every spring. I help my clients with protest strategy every year — it's one of the easiest ways to save thousands with a few hours of effort.

Utilities: The Texas Summer Reality

  • ◆Electricity — a 2,800 sq ft Celina home runs $180–$260/month in mild months and $350–$550/month in July–August; shop competitive Texas retail providers annually
  • ◆Water + trash — typically $70–$120/month through the City of Celina, higher in summer with irrigation
  • ◆Natural gas — $40–$80/month in winter, minimal in summer if your home uses gas heat
  • ◆Internet — AT&T Fiber and Spectrum serve most Celina communities; $70–$100/month for gigabit
  • ◆HOA — master-planned communities range from $50–$150/month (Light Farms, Mustang Lakes) up to $200+ for premium amenity packages

Groceries, Gas & Daily Spending

Celina's grocery landscape has grown fast — HEB, Market Street, and Walmart Supercenter all serve the area, with Costco and Whole Foods a short drive into Frisco. A family of four typically spends $900–$1,300/month on groceries. Gas runs a few cents below the national average, and because Celina is still semi-rural at its edges, many residents drive more miles than inner-ring suburb dwellers — budget for gas accordingly.

A Realistic Monthly Budget

SAMPLE: FAMILY OF FOUR, $650K HOME

  • Mortgage (P&I)$3,400
  • Property taxes (monthly equivalent)$1,150
  • Homeowners insurance$250
  • Electricity (avg)$300
  • Water / trash / gas$130
  • Internet + streaming$120
  • HOA$100
  • Groceries$1,100
  • Gas / transportation$400
  • Auto insurance (2 vehicles)$300
  • Estimated total~$7,250/mo

That's a comfortable middle-to-upper-middle-class life in one of America's fastest-growing towns — with no state income tax, excellent schools, and resort-style amenities a short walk from your front door. For a family earning $180K–$220K, Celina is very livable. For those earning less, the new-construction entry points in southeast Celina (Cambridge Crossing, some Lilyana phases) keep the door open at lower price points.

How Celina Compares to Its Neighbors

Celina sits between Frisco (more expensive, more developed) and Prosper (comparable pricing, slightly more rural feel). Day-to-day living costs are nearly identical across the three — the real difference is housing price per square foot and how much land you get. Celina generally offers more house and more lot for the dollar than Frisco, while still delivering top-tier schools and master-planned amenities.
